On November 21, 2023, EPA entered into an expedited settlement agreement (Agreement) with Eastland Partners, Inc., addressing alleged violations of the General Permit for Discharges from Construction Activities (CGP) at The Reserve site in Auburn, Massachusetts. In July 2023, EPA conducted an inspection at The Reserve and observed that parts of the site were not properly stabilized, site inspections were not properly documented, and the Stormwater Pollution Prevention Plan was not available onsite at the time of the inspection. Pursuant to the Agreement, Eastland Partners, Inc. will pay a $2,640 penalty. EPA implements the National Pollutant Discharge Elimination System program in Massachusetts and consulted with the Massachusetts Department of Environmental Protection on this matter.
