The Salem Water Treatment Plant uses chlorine to disinfect drinking water prior to distribution in the City of Salem's water distribution system. In its 2020 updated registration, Salem stated its maximum quantity to be 8,000 pounds. During an August 2021, inspection, EPA found 38 violations of the Chemical Accident Prevention Program in 409 C.F.R. Part 68. In August 2023, Salem WTP representatives reduced the amount of chlorine on site below the regulatory threshold of 2,500 pounds and has implemented a procedure to remain below 2,500 pounds.
