On December 27, 2023, Region 1 filed a Consent Agreement and Final Order (CAFO) both initiating and resolving an action for alleged violations of TSCA and the Renovation, Repair and Painting Rule (RRP Rule) against Bellamy Home Improvement d/b/a Harmony Home Improvement (Bellamy) located in South Windsor, Connecticut.  EPA alleged that Bellamy, a home improvement contractor that hires subcontractors to perform renovation work, violated the RRP Rule with respect to six renovations by failing to ensure that certified renovators perform renovations or that renovators are trained and directed by a certified renovator; provide the owner of the unit with the EPA-approved lead hazard information pamphlet; ensure that before beginning the renovation, the ground is covered with plastic sheeting or other disposable impermeable material; and retain all records necessary to demonstrate compliance for a period of three years following the completion of renovation activities.  Bellamy will pay a penalty of $34,818 and has certified compliance with the RRP Rule.  At least one of the renovations cited in the CAFO was located in an area of environmental justice concern.  The RRP Rule is not delegated to Connecticut, but the Connecticut Department of Public Health has been made aware of this case.
