Respondent had not managed its hazardous waste tanks in accordance to Subpart J requirements. Additionally, the facility had not been properly implementing and following the regulations set forth by Subpart AA, Subpart BB, and Subpart CC with regard to the regulated RCRA air emission standards, including LDAR monitoring. Lastly, the facility had exceeded its 90-day storage limits as an LQG.
