Respondent is a coal-fired steam electric power plant located at Road PR-3, Km. 142, Jobos Ward in Guayama, Puerto Rico whose industrial operations occupy approximately 101 acres of the land area located at Road PR-3, Km. 142, Jobos Ward in Guayama, Puerto Rico. The facility was inspected by EPA during a series of inspection dates, including on November 25-26, 2019, December 17, 2019 and March 6, 2021, which revealed that the facility discharges storm water associated with an industrial activity and has failed to secure the appropriate NPDES permit to operate while discharging pollutants in a water of the US. EPA has taken enforcement action to bring the Respondent into full compliance with applicable regulations of the CWA through an Administrative Order on Consent.
