Respondent is a manufacturer of specialty optical fluids who holds an exemption from EPA to store and use PCBs in this business. Upon routine inspection, EPA determined that bottles of PCB fluids were not properly labeled with the PCB Mark. A final penalty of $5,233 was assessed for this violation. After the inspection, Respondent voluntarily disposed at least 635 gallons of PCB inventory.
