On February 20, 2024, Region 10 settled with the United States Coast Guard Base Kodiak (AK) for violations of Subtitle C of the Resource Conservation and Recovery Act (RCRA). The implementing regulations of RCRA require that generators of hazardous waste must manage the hazardous waste in compliance with RCRA requirements to protect human health and the environment. The violations are based on a 2021 and 2022 inspection of USCG Kodiak and include 1) failure to make a hazardous waste determination; 2) failure to comply with the conditions to store hazardous waste without a permit or interim status by not performing weekly inspections nor complying with labeling requirements; 3) Failure to comply with exception reporting requirements; 4) failure to comply with TSDF permit; 5) failure to properly manage universal waste aerosols; 6) failure to properly manage universal waste lamps; 7) failure to comply with universal waste accumulation limits; 8) failure to properly label containers of used oil. The Coast Guard will pay a penalty of $17,926.
