On January 26, 2024, Region 3 issued a Unilateral Administrative Order to Virginia Truck Parts, Inc. ( VA Truck Parts ) for its automobile salvage facility located at 10022 Huntington Lane, King George, Virginia 22485. Based on evidence gathered during a March 24, 2021 EPA inspection and correspondence from Virginia Department of Environmental Quality ( VADEQ ), the UAO alleges VA Truck Parts failed to comply with Permit requirements as follows: 1) failure to timely submit its Permit application; 2) discharge without a Permit / through an unpermitted outfall; 3) failure to maintain and update the stormwater pollution prevention plan ( SWPPP ); 4) failure to conduct and report monitoring and inspections; 5) failure to have documentation available for review; 6) failure to perform good housekeeping measures to minimize pollutant discharge; and 7) failure to implement employee training. The Order requires VA Truck Parts to conduct and document all Permit-required elements according to the timeframes outlined in the Permit, submit Permit-required documentation to EPA annually for a three-year period, update the SWPPP, and provide a Corrective Action Plan ( CAP ) to address good housekeeping deficiencies at the Facility. The VADEQ was informed of and assisted with this enforcement matter. EPA does consider the area in the near vicinity of VA Truck Parts to be an EJ area of concern.
