On December11, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission of a misbranded pesticide imported by Lanxess Corporation through the Philadelphia International Airport. It is a violation of FIFRA to sell or distribute misbranded pesticides. The importer must export the pesticide out of the country or destroy it according to state and local regulations, and must provide documentation to Region 3. The Pennsylvania Department of Agriculture was copied on the NORA, and FIFRA misbranding violations are exempt from EJ screen.
