On January 10, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission
of misbranded pesticides imported by Suterra LLC through the port of Norfolk, VA. It is a violation of FIFRA to sell or distribute misbranded pesticides. The importer must export the pesticide out of the country or destroy it according to state and local regulations, and must
provide documentation to Region 3. The Virginia Department of Agriculture and Consumer Services was copied on the NORA, and FIFRA misbranding violations are exempt from EJ.
