On February 15, 2024, EPA issued a Clean Water Act (CWA) administrative order to the Town of Southbridge, Massachusetts for failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permit. The Town of Southbridge wastewater treatment facility (WWTF) is authorized to discharge under the Multi Sector General Permit. The permittee is required to submit all outstanding DMRs and continue to report as required by their permit. The WWTF in Southbridge, Massachusetts is located in an environmental justice area of concern. EPA is responsible for implementing the CWA in Massachusetts, but the Region did notify the Massachusetts Department of Environmental Protection of this action.
