The ESA was issued in response to a Spill Prevention, Control, and Countermeasures (SPCC) inspection that was conducted in May 2022. The facility was found to have deficiencies in their SPCC Plan along with numerous other field violations. In September 2023, an ESA was offered to the company with the requirement that they return to compliance and pay a penalty. The company requested and received a time extension and, subsequently, returned to compliance with the SPCC regulations in December 2023.
