3M violated Sections 5(a)(1) and 13(a)(1)(B) of TSCA by failing to file a Low Volume Exemption (LVE) application for the chemical under 40 C.F.R. Part 723.50 and by failing to comply with TSCA section 13 import certification requirements under 40 C.F.R. ? 707.20(b)(2)(i). The chemical substance is subject to LVE (L-07-0311) that only 3M's supplier is authorized to import, not 3M.
