The facility did not document UST operator C training, which resulted in the issuance of this field citation. In addition, although the facility conducted annual line tightness testing and leak detector testing within the last year, these tests were not conducted as required for the 2 years prior, resulting in the inspector also issuing of field notice of non-compliance with no penalty.
