The Respondent shall cause no discharges of dredged or fill material to waters of the United States, which includes jurisdictional wetlands, except as authorized by a valid permit issued by the Corps pursuant to Section 404 of the Clean Water Act, 33 U.S.C. ? 1344, or as exempt from Section 404 permitting authority.
