On April 24, 2024, Region 3 filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Tech Met, Inc. (Tech Met) relating to its Glassport, PA facility for alleged violations of the RCRA and the authorized Pennsylvania Hazardous Waste Management Regulations. Tech Met performs chemical milling and surface finishing on aluminum, titanium, or stainless-steel parts. The violations in the settlement include: (1) Operation without a hazardous waste permit or interim status; (2) failure to keep containers of hazardous waste closed; (3) Failure to keep a written assessment by a professional engineer for two hazardous waste storage tanks; (4) Failure to perform inspections for hazardous waste tanks; (5) Failure to make a hazardous waste determination for materials used in Tech Met?s dip coating room; and (6) Failure to properly manage universal waste lamps. The facility is in an area of potential EJ concern. Region 3 notified PADEP, which had no objections to this action. Per the terms of the Consent Agreement, Tech Met will pay a civil penalty in the amount of $45,785.
