Summary

On May 6, 2024, EPA filed a Consent Agreement and Final Order (CAFO) resolving an action against Idoni Management, LLC (Idoni), Clebridge, LLC and 34 Hulse, LLC (collectively, Respondents) for alleged violations of TSCA and the Residential Lead-Based Paint Hazard Reduction Act of 1992 and related regulations known as the Lead Disclosure Rule. Following a scheduled inspection of Idoni's operations, EPA identified multiple deficiencies in the leases for two rental units in Waterbury and New Haven, Connecticut, managed by Idoni and owned by the other two Respondents. The Respondents allegedly failed to include in the leases for these pre-1978 housing units: a lead warning statement; a statement by the lessor disclosing the presence or indicate no knowledge of lead-based paint; and a statement by the lessee affirming receipt of the information and the lead hazard. Under the CAFO, which initiated and concluded EPA's enforcement action simultaneously, the Respondents will pay a $39,449 penalty. The Respondents have also corrected the alleged Lead Disclosure Rule violations. Both rental units subject to this action were located in areas of environmental justice concern. The Lead Disclosure Rule is enforced only by EPA in Connecticut, but the Connecticut Department of Public Health has been made aware of this action.
