On July 23, 2024, EPA Region 10 filed an expedited settlement agreement resolving violations of the Alaska Multi-Sector General Permit for Stormwater Discharges by Quality Asphalt Paving (QAP), located in Anchorage, Alaska. QAP is the owner and operator of the QAP C Street Facility and failed to maintain their Stormwater Pollution Prevention Plan (SWPPP) to the written standard, failed to conduct corrective actions in the event of a benchmark exceedance, exceeded their effluent limits, and failed to timely submit annual reports and Discharge Monitoring Reports (DMRs). Since erosion leads to sediment and other pollutants entering Waters of the United States, EPA estimates that this action has helped reduce 56,938 lbs of sediment from discharging off-site and reaching the Campbell Creek. The Respondent has agreed to pay a penalty of $13,711 and has returned to compliance. The facility impacts an area with environmental justice concerns.
