## Summary

On May 22, 2024, Region 5 filed an Expedited Settlement Agreement and Final Order 
	(ESA) commencing and concluding an action against the City of Sartell. The City of Sartell 
	operated a solid waste landfill that received municipal waste until 1972 and industrial waste until 
	the mid-1980s. The capped landfill operates under a post closure permit which requires ground 
	water monitoring as well as cap maintenance. The ESA alleges that the City of Sartell failed to 
	provide a contingency plan and maintain groundwater monitoring wells meeting their permit 
	requirements. The City of Sartell is located in a community with potential environmental justice 
	concerns. The City of Sartell has corrected the alleged violations and will pay a penalty of
	$3,750.
