Summary

On September 18, 2023, the Regional Judicial Officer approved an expedited settlement agreement with The Marina at Admiral's Hill Long Term Lessees Association, Inc. (Admiral's Hill) of Chelsea, Massachusetts resolving alleged violations of Section 301 of the Clean Water Act. An EPA inspection of the facility found that the facility was discharging stormwater associated with industrial activities from the site without coverage under an individual National Pollutant Discharge Elimination System (NPDES) permit or the NPDES Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity (MSGP). The company promptly worked towards obtaining MSGP coverage and ensuring that there were no process water discharges from the site. The settlement requires that the company pay a $3,750 penalty. The Region worked in coordination with the Massachusetts Department of Environmental Protection on this case. The facility is located in an area of environmental justice concern.
