The Order is required to ensure that the Facility, a major municipal wastewater treatment plant, addresses chronic permit effluent limitation violations; treatment bypasses; sanitary sewer overflows (?SSOs?), and operations, maintenance, reporting, and monitoring violations. The Facility discharges treated effluent to the Ohio River and Muskingum River.
