On July 9, 2024, the Director of ECAD, Region 3, entered into an AOC with the Town of Glasgow ( Respondent ) for violations of its West Virginia National Pollutant Discharge Elimination System ( NPDES ) Permit for Domestic Sewage, Permit No. WV0020265 ( the Permit ). Respondent is the owner and/or operator of a domestic sewage wastewater treatment plant (WWTP) located at No. 8 Firefly Lane in Glasgow, West Virginia (the Facility ). The Facility discharges from its wastewater treatment plant into Kanawha River. Violations identified at the Facility include sixty-three (63) effluent exceedances from August 2019 to January 2023. The parameters exceeded include biological oxygen demand, 5-day (BOD5), total suspended solids (TSS), chlorine, fecal coliform, Nitrogen - Kjeldahl, suspended solids percent removal, pH, and BOD5 percent removal. Respondent has agreed to develop a plan and a schedule to identify and eliminate inflow and infiltration at the WWTP and develop a O&M manual for the Facility. The injunctive relief sought in the AOC is intended to resolve the outstanding violations and return the Facility to compliance. The Facility is not located in a potential environmental justice community per EJ screen. EPA has coordinated with WVDEP throughout the enforcement process.
