On March 14, 2024, Region 3 sent a proposed Expedited Settlement Agreement (ESA) to Mr. Mulch, LLC located in Seaford, Delaware. This ESA was sent in response to a compliance evaluation inspection that was conducted by Region 3 on September 2, 2021. The alleged violations include the discharge of stormwater without a permit. The settlement agreement requires the facility to obtain permit coverage and proposes a penalty of $10,000. A response was requested within thirty (30) days.
