On July 9, 2024, Region 3 issued an Expedited Settlement Agreement and Final Order (ESA) that commenced and concluded a matter against Oden II, LLC d/b/a Lebarron's Auto Salvage ( Lebarron's ). Lebarron's is an automobile salvage yard located 305 Zeigler Road, Dover, Pennsylvania 17315. The cited violation is discharging without an NPDES permit. The ESA settles the violations with a civil penalty of $10,000. The ESA was subject to public comment, which ended on June 21, 2024 with no comments received. The Facility is not in an area of EJ concern. None of the supplemental EJ Indexes are at-or-above the 90th percentile in the nation or in the state for the area.
