On October 17, 2025, Region 10 filed an expedited settlement agreement which both initiated and concluded an administrative action against CHS Inc. in Grangeville, ID for violations of CAA 112(r) Risk Management Program requirements. Respondent failed to comply with risk management program requirements that apply to its use of anhydrous ammonia. Most importantly, CHS Inc. failed to conduct compliance audits at least every three years to verify that the procedures and practices are adequate and are being followed as required by 40 C.F.R. 68.58(a). Properly auditing the covered process ensures compliance to the RMP regulations to meet current industry standards in preventing an ammonia release that could impact the community surrounding the facility. The company agreed to pay a penalty of $1,200.
