The Consent Agreement and Final Order (CAFO) for Federal Cartridge Company, Anoka, Minnesota to resolve violations regarding the Minnesota Ambient Air Quality Standard (MAAQS) for lead alleged in an NOV issued on August 25, 2023 (2023 NOV), and to address violations of the Federally Enforceable State Operating Permit (FESOP) for failing to operate and maintain air pollution control equipment such that it achieves the required overall control efficiency for lead and PM in an NOV issued on February 1, 2024 (2024 NOV).
An ACO will be issued concurrently with the CAFO. The ACO will require FCC to: (1) Install three replacement lead-controlling baghouses, each with secondary HEPA filters; (3) Install scavenger hooding in lead-processing areas to route uncaptured emissions to baghouses with secondary HEPA filters; (4) Implement a fugitive dust plan; and (5) Investigate and report lead incident investigations for any ambient air monitor sample with a 24-hour concentration greater than 0.13 ?g/m3 lead, and addresses the violations set forth in the 2023 and 2024 NOVs.
This CAFO requires Federal Cartridge Company to pay a penalty of $349,471 and resolves the 2023 NOV and 2024 NOV.
