The Facility is located in a potential Environmental Justice area of concern in the St. Louis, MO-IL area in nonattainment for the ozone National Ambient Air Quality Standards (NAAQS). The CAFO resolves civil penalties for alleged violation of FESOP conditions and State Implementation Plan (SIP) regulations, including exceeded raw material usage limits, volatile organic material (VOM) content limits, and VOM emission limits for certain units; inadequately maintained filters and filter records for certain units; inadequately maintained Continuous Emissions Monitoring (CEM) equipment and CEM records; and untimely reporting of an exceedance or deviation. Gulfstream is in compliance with its current FESOP and the SIP. Gulfstream will pay a $156,751.92 civil penalty, and perform a Supplemental Environmental Project that replaces 3 diesel ground power units (GPUs) with electric GPUs, at a cost of at least $540,060.
