On 09/30/2024, EPA Region 6 issued a Consent Agreement Final Order under its authority pursuant to the Clean Air Act to Westlake Chemicals & Vinyls, LLC located in Westlake, LA. The CAFO was issued in response to violations of: 1: SSM plan not designed to minimize emissions using good air pollution control practices; 2: SSM plan not updated post unanticipated malfunctions; 3: No demonstration that SSM plan was followed during SSM events; 4: HAP vapors emitted from vapor collection system of transfer rack; 5: Thermal oxidizers operating out of the established operating range for flow rate and temperature; 6: Lack of monitoring to ensure that pressure relief devices after pressure release be returned to a condition of less than 500 ppm above background; 7: Title V periodic reports do not report emissions deviations.
