The respondent, Sanchez Holdings LLC dba Mesilla Valley Concrete and Materials, owns or operates an industrial facility and violated its National Pollutant Discharge Elimination System (NPDES) permit by failing to submit Discharge Monitoring Reports (DMRs) documenting monitoring results, and submission of Exceedance Reports when appropriate.
