On 11/25/2024, EPA Region 6 issued a Consent Agreement and Final Order (CAFO), under its authority pursuant to the Toxic Substances Control Act (TSCA), to EcoStar Remodeling & Construction in Dallas, Texas. The CAFO was issued in response to violations of the Lead Renovation, Repair and Painting Rule (RRP) under TSCA. The violations entailed failure to obtain lead-safe certification, failure to assign a certified renovator, failure to distribute the EPA RRP pamphlet to tenants, and failure to retain RRP records. EcoStar must pay a civil penalty within six (6) months of the effective date of the CAFO and perform training-related injunctive relief within nine (9) months of the effective date of the CAFO.
