On December 6, 2024, EPA issued a Clean Water Act (CWA) administrative order (Order) to Horizons Management Associates, LLC for failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permit. Horizons Management Associates, LLC in Dedham MA, was authorized to discharge under the Dewatering and Remediation General Permit (DRGP). The Order requires the permittee to submit all outstanding DMRs and continue to report as required by their permit. While EPA is responsible for implementing the Clean Water Act in Massachusetts, EPA also notified the Massachusetts Department of Environmental Protection of this action.
