On December 19, 2024, EPA issued a Clean Water Act (CWA) administrative order (Order) to Westrock CP LLC of Springfield, MA for failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permit. Westrock CP LLC is authorized to discharge under the Multi Sector General Permit (MSGP). WestRock CP, LLC in Springfield MA is located in an environmental justice area of concern. The Order requires the permittee to submit all outstanding DMRs and continue to report as required by their permit. While EPA is responsible for implementing the Clean Water Act in Massachusetts, EPA also notified the Massachusetts Department of Environmental Protection of this action.
