On December 20, 2024, the EPA, Region 3, issued an Administrative Order on Consent ( AOC ) to the City of Corry ( City ) and The Municipal Authority of the City of Corry ( Authority ), to correct violations of its National Pollutant Discharge Elimination System ( NPDES ) permit for its Wastewater Treatment Plant (the Facility ), located at 100 Sciota Street, Corry, PA 16407. The Facility provides sewage treatment for a population of approximately 6,000-8,000 people within and surrounding the City of Corry, Pennsylvania, and is designed to treat and discharge up to 3.5 million gallons per day ( MGD ) to Hare Creek. The Facility (1) experienced 15 effluent limit exceedances from Outfall 001 between February 28, 2019, and September 30, 2022, and (2) on at least two occasions failed to use test procedures (methods) for the analysis of fecal coliform which were sufficiently sensitive to measure the minimum level of the effluent limit established in the Permit, resulting in Permit violations. Respondents agreed to enter into the AOC to address the above-referenced violations, by implementing (1) a Corrective Action Plan ( CAP ) containing short-term measures, and (2) an Act 537 Plan, approved by PADEP, which requires a longer-term total plant replacement at a cost of approximately $40 million. The Facility is in an area of EJ concern. The EPA has consulted with PADEP during the development of this action.
