On August 1, 2025, EPA Region 10 issued an Administrative Compliance Order to Green Works Enterprises, Inc and Portland Vancouver Junction Railroad LLC ( Respondents ) to address Clean Water Act (CWA) violations at Portland Vancouver Junction Railroad's property in Vancouver, WA. Respondents violated the Clean Water Act by discharging dredged and/or fill material into approximately 4 acres of wetlands adjacent to Curtin Creek without authorization under CWA Section 404. Respondents have committed to removing unauthorized fill material and restoring and enhancing 0.36 acres of adjacent wetlands along with an 80-foot riparian buffer at a cost of approximately $23,731. Additionally, they will purchase 1.1 acres of credits from the Terrace Mitigation Bank for $249,000 and place 0.94 acres under a Restrictive Environmental Covenant.
