On February 24, 2025, the Director of ECAD, Region 3 entered into an Administrative Order on Consent (AOC) with Carroll County Bureau of Utilities (Respondent). The AOC alleges that the Respondent (1) experienced 89 effluent limit exceedances between February 29, 2020, and May 31, 2024, which included total phosphorus, total suspended solids, ammonia, pH, dissolved oxygen, and E. Coli; (2) failed to perform certain required effluent and stream temperature monitoring during 2020; (3) did not properly operate and maintain the its facility in accordance with its 1998 Operations and Maintenance Manual; and (4) had not properly notified the Maryland Department of the Environment of certain instances of noncompliance. Under the terms of the AOC, the Respondent agreed to update its Operations and Maintenance Plan and submit a Corrective Action Plan for EPA review and acceptance to address the effluent limit exceedances. The EPA consulted with the Maryland Department of the Environment.
