EPA issued to Waukesha Iron a Notice of Violation (NOV) alleging that it violated the Wisconsin SIP by failing to use an emission factor that represents all VOC emissions to properly represent its emissions to permitting authorities. By failing to accurately represent its emissions, Waukesha Iron failed to secure the appropriate permit and control VOC emissions from the Shredder by at least 85%.This ACO requires Waukesha Iron to calculate its emissions using an updated VOC emission factor, notify the state permitting authority of its actual emissions, and submit to WDNR information to determine technological feasibility of installing controls for the shredder.
