Respondent has violated TSCA and federal regulations promulgated thereunder by failing to apply for and obtain certification prior to commencing renovation, ensuring that a certified renovator was assigned to the renovation, and failing to ensure that all renovations performed by the firm are performed in accordance with the work practice standards in 40 C.F.R. ? 745.85.
