On March 19, 2025, EPA Region 3 filed a Consent Agreement and Final Order simultaneously commencing and concluding an administrative action against New Heritage Property Management LLC (Respondent) for alleged violations of TSCA and EPA's Leaf Disclosure Rule in connection with multiple pre-1978 lease housing units in Coatesville, Pennsylvania. The alleged violations include failing to include the lead warning statement, lead disclosure and affirmation of receipt of lead hazard information pamphlet in four lease contracts. These requirements ensure that individuals and families receive information necessary to protect themselves from lead-based paint and/or lead-based paint hazards and are in a position to make informed decisions to reduce the risk of exposure to lead-based paint and/or lead-based hazards. Per the terms of the Consent Agreement, Respondent will pay a civil penalty in the amount of $15,800. The Pennsylvania Department of Labor & Industry's Bureau of Occupational & Industrial Safety was notified and did not object to this action.
