On March 10, 2025, Region 1 filed a Consent Agreement and Final Order (CAFO) resolving alleged violations of the Toxic Substances Control Act (TSCA) and the Lead Renovation, Repair and Painting Rule (RRP Rule) by Precision Property Management LLC of Plantsville, Connecticut. Respondent is a property management firm that also conducts renovation work. Respondent allegedly violated TSCA and the RRP Rule while carrying out renovations at five properties in residences built before 1978. Such properties, called target housing, are more likely to contain lead-based paint. Region 1 alleged that Respondent failed to receive training and obtain certification on lead-safe renovation practices before performing the renovations; failed to ensure that lead-safe certified renovators performed the renovations; failed to keep necessary records demonstrating compliance with the RRP Rule; and failed to provide the informational Renovate Right pamphlet to property owners and tenants at the five target housing properties. The CAFO requires Respondent to pay a penalty of $40,339 and to maintain compliance with the RRP Rule. The state of Connecticut has been notified and is supportive of this action.
