Summary

On March 24, 2025, EPA Region 1 issued an Administrative Order for Compliance (Order) requiring The Marina at Admiral's Hill Long Term Lessees Association Inc. (The Marina at Admiral's Hill) to come into compliance with the conditions of the National Pollutant Discharge Elimination System (NPDES) Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity (MSGP). The Marina at Admiral's Hill is the owner and operator of a marina located in Chelsea, Massachusetts (the Facility). Under the Order, the Facility must fully comply with the MSGP, including implementing pollution prevention Best Management Practices at each of its identified stormwater outfalls, conducting all required monitoring, and complying with all reporting and recordkeeping requirements. The Order also requires the Facility to update its Stormwater Pollution Prevention Plan and to provide a progress report to EPA regarding its compliance with the MSGP. The NPDES program has not been delegated to Massachusetts, but MassDEP supports issuance of this Order.
