Associated Electric Cooperative, Inc. operates coal-fired electric generating units at its New Madrid power plant and is subject to the requirements of 40 CFR Part 68, Risk Management Program due to the quantity of anhydrous ammonia stored and used at the facility in the selective catalytic reduction device used to reduce the emissions of oxides of nitrogen. An inspection on May 14 through 16, 2024 revealed violations of the requirements of 40 CFR Part 68, including failure to coordinate with local emergency response agencies, failure to certify the compliance audits, failure to timely correct PHA findings, and failure to update the RMP within 6 months of a new PHA.
