On April 8, 2025, EPA Region 3 executed a federal facility compliance agreement (FFCA) with the United States Department of the Navy (Navy) to address violations of its NPDES permit governing discharges to the Anacostia River from the Navy?s Washington Navy Yard in Washington, District of Columbia (Facility). Specifically, during the period of January 2022 through July 2024, the Navy failed to comply with certain final effluent discharge limitations for polycyclic aromatic hydrocarbons (PAHs) and total copper; failed to comply with certain TMDL-based requirements; and failed to comply with certain other reporting requirements. To return to compliance, the Navy agreed to conduct several studies of the Facility to determine the root cause(s) of the effluent discharge limitation exceedances, and to use those studies to develop a corrective action plan with enforceable deadlines.
