On April 8, 2025, EPA filed an Expedited Settlement Agreement and Final Order entered into by EPA and Rolf Schroeder General Contractors Inc. (hereinafter, Respondent ). EPA conducted an inspection of Respondent's business records and gathered evidence that the Respondent had violated the certification requirements of the RRP Rule. The Respondent violated the RRP Rule requirements by failing to obtain from EPA firm certification prior to performing renovations. EPA promulgated the RRP Rule at 40 C.F.R. Part 745, Subpart E, to ensure that individuals receive training in conducting renovation and repair activities in a safe and proper manner and to minimize lead exposure to the public, occupants of target housing and child-occupied facilities, and the environment. Respondent cooperated fully with EPA and the settlement requires Respondent to pay a $200 civil penalty for the identified violations. The Pennsylvania Department of Labor and Industry was notified and has expressed no objection to the EPA action. There has been no further State involvement in this matter.
