Respondent failed to comply with its State Pollutant Discharge Elimination Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity and for discharges of process wastewater in violation of Section 301 of Clean Water Act without the proper individual SPDES Permit.
