On April 21, 2025, EPA Region 3 filed an Expedited Settlement Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Frontida BioPharm, LLC located at 7722 Dungan Road in Philadelphia, PA 19111 ( Facility ) for violations of the Resource Conservation and Recovery Act ( RCRA ) and the authorized Pennsylvania Hazardous Waste Management Regulations, discovered during EPA's compliance evaluation inspection of the Facility on March 1, 2023. Frontida BioPharm, LLC is a contract packager of prescription pharmaceutical solids, has notified as a Small Quantity Generator of hazardous waste, and generates flammable, corrosive, and spent solvent wastes. The violations in the settlement include operating without a permit, failure to make hazardous waste determinations, failure to conduct weekly inspections of waste accumulation area, failure to file an exception report, failure to document hazardous waste shipment on a manifest, and failure to manage universal waste lamps and batteries according to the regulations. Region 3 notified PADEP, which had no objections to this action. Per the terms of the Expedited Settlement Agreement, the Facility will pay a civil penalty in the amount of $13,750.00.
