On April 10, 2025, EPA issued an Administrative Order (Order) under Section 1414 of the Safe Drinking Water Act (SDWA) to the Brattleboro Water Department (Brattleboro) of Brattleboro, Vermont. The Order addresses Brattleboro's failure to complete a Risk and Resilience Assessment and an Emergency Response as required by Section 1433 of SDWA. The Order requires Brattleboro to complete and certify a Risk and Resilience Assessment within 60 calendar days and an Emergency Response Plan within 120 calendar days. EPA retains primary enforcement responsibility for Section 1433 of the SDWA but has communicated with the Vermont Department of Environmental Conservation on this matter.
