Summary

On May 19, 2025, EPA Region 1 and the Monarch Metal Finishing Co., Inc. ( Monarch ) settled an administrative penalty case for alleged violations of the Clean Air Act ( CAA ) that occurred at Monarch's metal plating and polishing facilities in Providence and Johnston, Rhode Island. EPA alleged a total of seven violations of against Monarch related to reporting and emission controls under Rhode Island Regulation 19, National Emissions Standards for Chromium Emissions from Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks, Subpart N ( Subpart N ), and the National Emission Standards for Hazardous Air Pollutants Area Source Standards for Plating and Polishing Operations, Subpart WWWWWW ( Subpart 6W ). As a result of the enforcement action and preceding inspections, the Company returned to compliance. EPA and Monarch settled the case with a Consent Agreement and Final Order ( CAFO ) that both initiated and concluded the action with Monarch agreeing to pay a settlement penalty of $157,041. Rhode Island Regulation 19 is federally-enforceable through Rhode Island's Clean Air Act State Implementation Plan. EPA directly implements Subparts N and 6W at the Providence and Johnston Facilities, as the State has not taken delegation of these regulations for non-major sources. EPA has provided a copy of the final CAFO to Rhode Island.
