On May 12, 2025, Region 1 filed a Consent Agreement and Final Order ( CAFO ) both initiating and resolving an administrative proceeding against Gold Shield Construction, LLP ( Gold Shield ) for violations of the Toxic Substances Control Act ( TSCA ) and the Renovation, Repair and Painting Rule ( RRP Rule ) set forth at 40 C.F.R. Part 745, Subpart E. Gold Shield Construction, LLC, a Connecticut corporation, provides residential property renovation services. The RRP Rule aims to protect occupants from lead-based paint hazards created by renovation, repair, and painting activities that disturb lead-based paint in target housing and child-occupied facilities. EPA alleged the following violations occurred at four different renovation sites: that Respondent was not firm certified at the time of the renovations; that Respondent did not provide the owners/occupants of the renovation sites with the Renovate Right (or other EPA approved pamphlet); and, that Respondent failed to keep necessary records on the renovations demonstrating compliance with the RRP Rule. The settlement requires Gold Shield to pay a cash penalty of $31,916 to resolve the alleged violations and to maintain compliance with the RRP Rule.
