On May 15, 2025, the Region entered into an administrative order on consent ( Order ) with Community Transportation, LLC (Jaffrey Terminal), to address noncompliance with the Clean Water Act. The Order requires the companies (all school bus operators) to bring their facilities into compliance with the regulations related to stormwater discharges associated with industrial activity by December 31, 2025. In addition, the companies must also ensure compliance with the Oil Pollution Prevention Regulations by the same deadline. The companies must provide copies of their Stormwater Pollution Prevention Plans and SPCC plans to the Region. The Order covers 66 facilities throughout all of the New England States.
