On June 2, 2025 EPA Region III filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Thomas Jefferson University Hospital (?Respondent?) for alleged violations of RCRA and the authorized Pennsylvania Hazardous Waste Management Regulations discovered during a Compliance Evaluation Inspection conducted on March 8, 2023 at two facilities owned and operated by Respondent: 900 Walnut Street, Philadelphia, Pennsylvania, the former site of the Wills Eye Hospital (RCRA ID No. PAD980715510) (hereinafter Walnut Street Facility ), and the facility located at 1020 Locust Street, Philadelphia, Pennsylvania known as Alumni Hall (hereinafter Alumni Hall Facility ) (RCRA ID No. PAD980715577) (hereinafter collectively the Facilities ). Respondent is a major multi-state non-profit regional hospital and medical teaching facility based in Philadelphia, Pennsylvania. The violations in the settlement include the operation of a hazardous waste facilities without a hazardous waste permit, storing hazardous wastes in open containers, failure to maintain and operate the Facility to minimize the possibility of a fire or explosion, failure to maintain storage aisle space, improper manifesting and the improper storage of universal waste. Region 3 notified PADEP, which had no objections to this action. Per the terms of the Consent Agreement, Respondent will pay a civil penalty in the amount of $107,535.00.
